Forms A, B and C: what each Tier 2 form asks and who completes it

Based on WAC 194-50-160 (Annex Y) and Commerce's Tier 2 compliance page. Checked 31 Oct 2026.

Three of the seven items in a Tier 2 filing are forms rather than documents: Form A, Form B and Form C. They are pages you complete inside the Clean Buildings Portal (Form C comes from ENERGY STAR Portfolio Manager), not PDFs you download. Here is what each one asks for and who is responsible.

Form A: summary and attestation

Form A pulls the filing together. It records the building ID, contact details, the Qualified Energy Manager and the energy manager, and summary data: the target (EUIt), the measured EUI, the weather-normalised EUI and the date range of the data. It asks two yes/no questions: have the energy management requirements of Section 5 been met, and have the operations and maintenance requirements of Section 6 been met.

It ends with the statement that the building complies with ANSI/ASHRAE/IES Standard 100 as amended for Washington. The owner, the energy manager and the QEM each sign from their own Secure Access Washington login. By signing, the QEM is stating in writing that the O&M requirements are met and the Energy Management Plan has been developed, which is why they will want to see your O&M records, not just the plan.

Form B: building activity and target

On Form B the QEM describes how the building is used and sets its energy-use intensity target. In practice the QEM:

  • confirms the gross floor area, excluding parking;
  • selects the building activity type or types (office, worship, retail, multifamily and so on), splitting floor area where uses are mixed;
  • applies the shift or hours adjustment where the standard allows it;
  • enters the result in the portal.

Commerce offers a pre-calculator (CBPS 019) to help. If a building cannot develop a target this way, it reports the Portfolio Manager national median site EUI instead. Tier 2 buildings do not have to meet the target yet. How the EUI target works.

Form C: Portfolio Manager EUI

Form C reports your building's measured energy use intensity from ENERGY STAR Portfolio Manager. You need at least twelve consecutive months of whole-building energy data for every fuel, measured within the two years before you file. Run Portfolio Manager's Data Quality Checker, then share the property read-only with Commerce as its benchmarking guide (CBPS 027) describes. Tier 2 data is reported at the connected-building level. Setting up Portfolio Manager for Tier 2.

The order that works

  1. Get Portfolio Manager complete and shared first, because Form C depends on it and the QEM needs the numbers.
  2. Finish the EMP, the O&M Program and both Reporting Tools, and start the O&M log.
  3. QEM completes Form B.
  4. Upload the documents, then everyone signs Form A.

The Tier 2 Filing Kit includes a portal walk-through that explains every field on Forms A, B and C, and a benchmarking data sheet laid out for Portfolio Manager. See also the full filing checklist.
