Your Tier 2 filing documents, drafted for your building in five business days.

Washington's Clean Buildings Tier 2 rule asks you to file seven things by 1 July 2027. We draft the four that take the work: your Energy Management Plan, your O&M Program, the two mandatory Reporting Tools, plus a benchmarking sheet and a step-by-step walk-through of the portal. $690 flat. Your Qualified Energy Manager reviews, signs and files.

Full refund if your drafts are late. One round of corrections included.

The incentive pays for the filing many times over

Washington set aside $150 million to pay Tier 2 owners who file by the deadline: $0.30 for every eligible square foot. As of 24 Oct 2026, Commerce reports about $13.6M awarded and over $136M still unclaimed, first come, first served.

Incentive subject to Commerce approval and utility participation. Owners who miss the deadline risk a penalty of up to $0.30 per square foot per five-year cycle. Sources: Commerce's Tier 2 incentive page and vendor price lists, checked 29 Oct 2026; see sources.

How it works

  1. Order and fill in the intake form. Building details, your equipment list, who looks after the building, and twelve months of utility bills (photos or PDFs are fine).
  2. We draft your documents. A structured drafting process puts your details into the Commerce section structure; a named reviewer checks every page before it goes out. Delivered within five business days of a complete intake.
  3. You review, then your QEM signs. Adjust anything that doesn't match how you run the building. Your Qualified Energy Manager reviews and signs Form A. No qualifying staff member? See the QEM guide.
  4. File in the portal and claim the incentive. Our walk-through covers logging in with your letter code, Forms A, B and C, uploads, and the incentive application.

What you receive

  • Energy Management Plan (.docx) following Commerce's CBPS 039 section structure and WAC 194-50-050, with Tier 2 exemptions applied.
  • O&M Program (.docx + .xlsx) per Annex L: equipment and controls inventory, inspection and maintenance tasks with frequencies and setpoints, systems beyond useful life, and a 12-month implementation record log.
  • Reporting Tools answer sheet: every field of CBPS 022 and 023 answered from your drafts, with links to the official PDFs.
  • Benchmarking data sheet: twelve months of electricity and gas laid out for Portfolio Manager, plus the Form C steps.
  • Portal walk-through and QEM guide (PDF), including a one-page brief to send a QEM for a flat-fee review quote.

Plain facts about who we are

  • We are an independent company, not the Department of Commerce and not a utility. Commerce has warned owners about third parties who imply otherwise; read Commerce's notice and email Buildings@Commerce.wa.gov if anything feels off.
  • We never ask for your Secure Access Washington or portal login. You keep control of your filing.
  • Commerce's templates, O&M tool and QEM training are free. You can do all of this yourself. The kit does the drafting and organising so you spend hours, not weeks.
  • We prepare documents. We do not sign Form A, attest, submit on your behalf, or certify compliance. Your QEM does.

Who this is for

Owners and managers of a commercial building between 20,001 and 50,000 square feet, or a multifamily building over 20,000 square feet, who would rather spend an afternoon than a few thousand dollars: churches and congregations, small office buildings, childcare centres, clubs, nonprofits, and apartment owners with one or two buildings.

If nobody on your team has two years of building-operations experience, the kit still gets you most of the way, and the QEM guide shows the free route to qualifying, or how to find a QEM in Commerce's directory and brief them for a flat-fee review.

Questions owners ask

Is it allowed to use documents prepared by someone else?

Yes. Commerce says existing documents are acceptable if they meet the standard; its own templates are optional. The rule restricts only who attests on Form A: a Qualified Energy Manager or Qualified Person designated by the owner. Nothing in WAC 194-50 restricts who drafts the EMP or O&M Program.

What if Commerce asks for corrections?

Commerce reviews in order received, within about 30 business days, and emails if anything needs correcting. One round of corrections to the kit documents is included in the price. We cannot promise Commerce will accept any filing; that depends on your building, your data and your QEM's review.

What do I need to send you?

Your building's address and gross floor area, the year it was built, how it is used and when, a list of the main equipment (heating, cooling, hot water, ventilation, lighting controls), who maintains it, and twelve consecutive months of utility bills or your utility's usage download. The intake form walks through it; most owners finish in 30 to 45 minutes.

Do I need a Qualified Energy Manager?

Yes, to sign Form A. Since 21 August 2026 a QEM must have completed Commerce's free Tier 2 training and have either two years of building-operations or energy-management experience, a supervised fellowship, or BOC Level I; a Qualified Person (for example a Washington PE or CEM) also qualifies. Your own facilities lead often qualifies after the free course. Read the QEM guide.

My building is multifamily. Does the kit still fit?

Yes. Multifamily buildings over 20,000 square feet are Tier 2 and the kit covers them. Multifamily owners may also qualify for an enhanced incentive of up to $0.75 per square foot by signing Commerce's Anti-Displacement Agreement; that agreement is a legal commitment and we recommend reading it with your own adviser. We do not interpret it for you.

How does the refund work?

If your drafts are not delivered within five Washington business days of the day your intake form is complete, you get a full refund, no questions. Full details are in the refund policy.

Why is it so much cheaper than other services?

Full-service vendors benchmark, draft, sign and file for you, and most price per square foot. We do the drafting only, with a structured process and a human check, and you or your QEM handle the signing and filing. That is the whole difference.
